You need to run your command-line window with elevated rights. Either 
right-click the icon and select "Run as administrator" or just type "cmd.exe" in 
search field in start menu and hit CTRL+SHIFT+Enter instead of just Enter.


NOTE: Elevated prompts do not inherit user-mounted network shares. So makes sure 
to use something like "net use \\ip\share /user:nas-user" on elevated CMD before 
invoking wpkg.
