[wpkg-users] NoRunningState

Hi there:

When I run wpkg.js /synchronize, I expect the registry flag
HKLM\Software\WPKG\running to change to true while wpkg is running,
However, the value seems to be stuck on false.

I am running wpkg V1.3 on windows 8.1

Any ideas?
