We had same problem with WPKG on a samba folder. The problem is that if 
there are many clients that connecting to the samba folder, they put an 
OPLOCK on each XML file, so the client remains in "frozen" state until 
the lock is released for minutes...

We have resolved the problem by removing the OPLOCKs to the WPKG share 
in the SAMBA config. See the SAMBA manual on how to disable them.
