Seems difficult without GPO.

You might need to manually touch HKLM Policies.

The recommended way to configure policy on Windows is Group Policy Object

There's a chrome.reg inside GoogleChromeEnterpriseBundle64.zip >
Configuration > examples that you can probably tweak.
