I don't have experience with openstack and very little with ceph so I
can't really answer your question.
You may want to try to deploy a small testing cluster with sheepdog
and then with ceph and see which one you like the most and how well it
integrates with openastack.

I remember I liked sheepdog better than ceph because it was esier to
setup and with a more intuitive command line.

If you could report your experience, it would be very appreciated.
