This looks like too debian-specific issue and, IMHO, should be
maintain in the debian tree
(git://anonscm.debian.org/openstack/sheepdog.git is used for that?).

I thought that the sheepdog mainline should contain the minimal
configulation to create a deb package.  The package is just useful for
users to distribute sheepdog packages to internal clusters, and not
inteneded to be distributed in public.  The reason I merged
debian/po/POTFILES.in is that we couldn't create a deb package without
the file, and including all the debian translation files into the
sheepdog mainline looks wrong to me.
