Yes, there is a proof-of-concept php/smarty web interface (WPKG-HTTP):

It doesn't work very well, does not support all WPKG features, has 
almost no documentation etc.

If someone has some php knowledge to rewrite it, or can provide some 
other interface, we'd be all glad.
