Again, we should consider

Even users of slow VPN clients to the company network often have DSL lines so
an alternative way of downloading by url (from a company's web server or from
original source, regarding updates) would solve many problems. But for sure it
is
difficult to decide for wpkg if all needed pieces are at hand, or if - after
installing packages - other software must be downloaded. A local cache could be
a solution - but administrators don't like the idea that their laptops have all
installation pakets for (commercial, expensive, ...) software on board. 

The BITS software from Microsoft does similar things. Don't know if exists or
is possible to develop such a thing for wpkg.
