I'd add the wpkg installer as a package in wpkg, then the next reboot, your startup script launches WPKG which in turn installs the WPKG installer. Have the startup script touch a file on the local harddrive to indicate that the WPKG installer has run so that the startup script no longer launches WPKG. If you need a more specific example of the file exist test via windows cmd that is needed to pull off the above, just ask.
