Hmm, I don't think so.

If you're installing in a scripted way, just add:

instsrv "Windows Packager" remove
msiexec ... WPKGSetup.msi ...


If manually, just execute:

instsrv "Windows Packager" remove


You could also add it as a "once" job for WPKG?
