Consider running WPKG Service with 'Script user interface - show' enabled in
WPKG Installer Parameters.
Or run wpkg.js by hand, but some installers do different things if executed by
Administrator (eg) and by the user WPKG Service run (usually default, SYSTEM).

Probably there's some installer that seek user input and stalls everything.
