My mistake is that I typed wrong version the WPKG Client in Details.

Yes, WPKG works fine when I don't use delay feature. But with delay feature on
winlogon the WPKG Deployment Message hangs when nothing to do, because a local
wpkg.xml and server profile are synchronized.

Yes, my question is where a delay feature might be useful?
