I also think that we should not introduce another switch just to disable
downloads (which will also break packages which actually need to download
files). This request is like requesting to be able to ignore a part of the
definition - but why should somebody need that? Just do not define the
downloads. Or use another syntax so WPKG will ignore them. Of course the XML
files will then be invalid regarding the XSD files but WPKG just ignores
additional nodes for the moment. You might think about putting your extensions
to some type of comment.

So I don't think we should alter WPKG. Just do not use download if you do not
want WPKG to download anything.
