I get the same error both times. I think I know where the problem lies... wpkginst.exe is started as a SYSTEM user, not Administrator. It's a small setting in the "build" process which has to be specified manually each time... And it gets forgotten every second test release or so :( Does 1.3.4 work for you? It should.
