Yes, your right. That does look very odd, if not downright wrong. I
think I intended %WPKGROOT%\settings.xml to be
"%SOFTWARE%\wpkg\settings.xml"
Ok, that looked like it worked. I am surprised it took 3 minutes to
install, but suspect that this something weird and specific to this
computer. Might need Windows reinstalled. Thanks for your help.
