WPKG Client has this limit - it won't reboot the computer more than 5 
times in a row (i.e., if wpkg.js exits with 3010, which tells WPKG 
Client to reboot the system).

It is meant as a security mechanism to protect against administrator 
error (imagine all computers in a company rebooting constantly because 
of a bad package, not allowing to log in).

The reboot counter can be found in HKLM\SOFTWARE\WPKG.ORG\Restart\Count.
