This occurs on Win2k and XP

Win2k versions:
Msiexec.exe  3.1.4000.1823
Windows Installer 3.1 (KB893803)

WinXP versions:
Msiexec.exe  4.5.6001.22159
XP Sp3 with all patches up to date.

Command to remove:
remove cmd="msiexec /qn /x{0CBB4991-D7BA-47C9-A6F8-287A2D6E53CA}"
