Screenshot 2, using qb-!

Using qb-! we get an additional dialog "Please wait while Windows configures
WPKG"

Other than that the symptoms are identical.

Windows event log shows:
"Beginning a Windows Installer Transaction" followed by a message from
WPKGService "System send stop or shutdown signal"
