OK, I've finally got it; this is strictly related to DNS lookups.  Our WPKG
server is hosted on a machine we call \\ntinstall\ (for Unattended).  The
service fails to resolve this name on some computers.  A simple work-around
*seems* like it would be using offline mode, specifying the server's IP
address.  But I ran into Bug 176 when I tried it.

A _working_ workaround is using the IP address directly in the wpkg.js path.
