At Windows2000 SP4, cscript 5.7 same problem.
Then disabling Offline mode wpkg service starts, no errors in
System\Application journal.

wpkgclient-log fine:
2009-10-15 14:21:22 -> Starting WPKG on startup
2009-10-15 14:21:22 -> Before create shared memory: successfuly done.
2009-10-15 14:21:22 -> Create shared memory: successfuly done.
2009-10-15 14:21:22 -> Set script security context: successfuly done.
2009-10-15 14:21:22 -> Network resource required
2009-10-15 14:21:23 -> Network resource: successfuly connected
2009-10-15 14:21:23 -> Starting script action execution
2009-10-15 14:22:04 -> Script action execution done.
2009-10-15 14:22:04 -> Script execution: successfuly done
2009-10-15 14:22:04 -> Network resource: successfuly disconnected

but logon-delay does not occurs. Wpkg install window just not appear. 
but after logon, installation occurs in silent mode.
