No.
WPKG is a software deployment tool and runs on an already installed Windows.
There are tools available which focus on the automated OS preinstall like RIS
and WDS. After deploying the OS WPKG can be used to deploy the software.
Moreover the main target of WPKG is to _synchronize_ software and not just to
deploy it once.
If you need to set up machines with Windows without maintaining the software
later you might consider integrating the software once directly into the WDS
image so you safe some installation time when deploying the image with
pre-installed applications.

I personally prefer to deploy Windows using WDS and then run WPKG right after
setup and windows updates to deploy the software. This prevents me from having
to update the image on each update of a software package included.
