Just for the record: No, there is no root element missing - I've been using
package templates since 2009 according to this wiki entry I think:

http://wpkg.org/Package_Templates

The doctype and <packages> ... </packages> tags are in
firefox-ext-aardvark.xml, the contents from template file is merged.

Using 1.2.1-RC47, I did run full removal and install of firefox + extensions,
all worked well again.
