WPKG just defines an empty variable if the value is set to value="". But indeed it crashes with an exception if either name or value is not defined at all. Actually this would be an invalid definition accoridng to XSD. I've added some code which will bei included in WPKG 1.2.1-RC23 which will print an error to the logs in case of invalid variable specification in the XML files.
