Fix is supposed to be included in WPKG 1.2.1-RC21:

NEW: When doing file date equal comparison to a date entered in ISO8601 format
     then milliseconds are ignored. So the comparison resolution is limited to
     1 second intervals.
     WPKG still applies full millisecond resolution when comparing to reference
     files or when using the olderthan/newerthan operators.
     Fixes bug 237. Thanks to Stefan Pendl.
