In fact I've noticed this not to be true. RC11 did still create an empty log 
file. I've implemented further improvements in 1.2.1-RC13 to prevent this. Now 
WPKG does not even touch a log file if there is nothing to log. The whole 
initialization is delayed to the time when the first log line needs to be 
written (if any).
