Yes, for me it runs fine using

dotnetfx45_full_x86_x64.exe /q /norestart /LCID 1033

Whether the installation was successful or not can be read from
"HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\NET Framework 
Setup\NDP\v4\Client\Version" for the client runtime.
