Did you try the /force or /forceinstall switches?  They're supposed to bypass
the wpkg.xml.

I admit that some time ago I used to add a "del c:\windows\system32\wpkg.xml"
line in my .bat before the wpkg.js command...  Nowadays I keep the xml file but
use the /force* switches occasionally.
