Java is returning error 1603, so you will get more information if you 
create a log file using the /L command line switch of the Java installer.

Example:

"\\SCRIBE\commun\wpkg\java-7\jre\jre-7u72-windows-i586.exe" /s REBOOT=0 
/L "%TMP%\java_x86.log"

You are installing two different versions of flash, make sure to always 
install the same version for the plugin and activex.
No need to check the file, checking the uninstall entry is sufficient.
