Probably we could extend binary nohalt state into triangle:

1) safe mode: halt cluster when nr_nodes < nr_zones (default)
2) relax mode: halt cluster when nr_nodes < nr_zones / 2 + 1
3) unsafe mode: never halt the cluster.

I am okay to see a patch to change nohalt flag into a switch to control
which mode to run.
