[stgt] build fails due to web-based dependency

Hi,

warning: failed to load external entity
"http://docbook.sourceforge.net/release/xsl/current/html/xref.xsl"

why does the build rely on a network file? seems odd to do. this server
apparently cannot handle (or throttles) hits.

Is there a way around this?
