[stgt] [PATCH] Fix RELEASE6/10 when the reservation is not held by the initiator

Please find a small patch that fixes an issue with the RELEASE6/10 emulation.
If an initiator does NOT hold the reservation, then a RELEASE6/10 from that
initiator should not do anything and should not be an error.

The commit message contains a reference to the relevant part in SPC-2 and also
details about a test-case for this particulat condition/requirement.
