[stgt] RFC: using launchpad as a public issue tracker of tgt

Hi tgt list,

It seems that tgt doesn't have a public issue tracker. I'd like to
propose laucnhpad for this purpose:
https://launchpad.net/tgt-project

I think we should have a place for correcting and maintaining issues.
It would make grasping the status of development easier. I'd like to
hear your comments.
