What I described in my prev post for the command level
seems to be problematic when thinking about it again.

To get full functionality it seems you would need an aditional
state for reboot:

true -> reboot immediately
false -> no boot at all
delayed -> delayed until all packages are processed (similar to package 
level)
delayedCmd -> delayed until package is completed
