  Yep, Vista sucks on this front :-(

 By default Vista runs login scripts in parallel and hidden and on top
of that
services can't be interactive so the GUI won't work.

{All together now..... Boo!!! Hiss!!!)

 You can possibly fiddle with the policy settings (either locally or via
group
policy) to make things more visible and isolate unwanted script
interactions or
get a glimpse of an eorr that the logging doesn't catch.

 How's your Jscript skills?

 No doubt one of us could help you put in some extra debug output
commands to
hone it down to an area of the WPKG.js.
