Fine - but it's interesting: the error you got that "wpkg.xml is in use
... " means that "cscript wpkg.js ..."
had been running same time with your copy command ...

Since latest wpkg.js versions do write the wpkg.xml simultanously after
each package upgrade, I think
you could give this "wpkglog" package a try, too: http://wpkg.org/WPKG#Other
