[wpkg-users] Java hanging on install

Are you sure the process is really stopped? I chose to use a bit more
force to be sure the process is gone "taskkill.exe /f /IM jqs.exe".

But it's only a guess what could be wrong. Do you have anything in wpkg
log or Windows eventlog?
