that environment variable is not set for the system user because it is
not a user of an AD/NT domain. Test it yourself: get a cmd.exe as
system user (the easieast way now is with psexec.exe by sysinternals:
psexec -s cmd.exe, verify you are system with the command whoami and
run 'set'. You will not find the %logonserver% variable there).
