1.0 was previously installed, using exactly the same settings (minus new
options in 1.2 of course).

I don't have any working installations of 1.2, only the non-working
installation.
I can run WPKGsrv.exe /install there, but will not be back at that machine for
about 13 hours.  

Will report results tomorrow.

Another observation, and I do not know if this is relevant, but in the release
notes for 1.2-rc1 there is mention of the service being installed with
dependencies on a couple of other services.  I checked in service manager and
no dependencies are listed for the WPKG service.
