Maybe wpkg should check (if this is possible) if Windows is in safe mode or not.
Otherwise it kind of defeats the purpose of having a safe mode. Consider if, for
example, the video driver stops working and you have to start up in safe mode,
but you can't log in until the logon delay has expired to fix the problem.
