Did you enable "Show GUI" in WPKG Client?
Do so.
Then, stop/start the service as you're logged in as Administrator:
net stop wpkgservice
net start wpkgservice
Do you see a window starting cscript?
You may substitute wpkg.js with something else, which will i.e. pause
for several seconds.
