Steps to reproduce:
1. Get an overly verbose virus scanner to fill up your application log failing
to delete malware/adware files that don't exist on the system. :)
2. Boot with WPKG Client using /nonotify /quiet switches (nonotify may not be
necessary to reproduce, I'm just guessing).

Effects:
No wpkg.xml in %windir%\system32.
No events logged in Application Log.
Nothing installs.
WPKG Client quits before timeout period is over.

Steps to confirm problem:
1. Use "at /interactive" to schedule a bacth file such as the following to run
as LOCALHOST\SYSTEM:
set SOFTWARE=\\Server\share\packagepath
cscript \\Server\share\wpkg.js /synchronize /nonotify /quiet
pause > nul
2. The command window displays an error that the system log is full. (Sorry, I
didn't write it down.)
