Intereesting finding. Actually WPKG matches the packages installed (found in
%SystemRoot%\system32\wpkg.xml) with the ones assigned. Packages which do not
exist any more in the profile are marked for removal.
If it doesn't in your environment it's likely a bug.
It would be great to get a full debug log. Further more maybe it's even required
to get a copy of a sample wpkg.xml file of a host which isn't removing the packages.
Since I would be surprised that basic package removal does not work I've tried
it with 1.2.1-RC27 right now with success.
Are you able to provide a log?
